Is this too big? Too hard to heat?light?

It is an AP cage.

What would be the best substrate? Tile?

Will you be able to use lamps from outside of it? My biggest complaint with 24" high is loosing space to heat lamps if they are inside, otherwise you would just have a few basking lamps to make a bigger basking zone and should be fine.
