Swollen neck

Hello! My bearded dragon,fork, has been feeling a little down recently. I noticed he's had a puffy beard and he's been hiding under his rock and not eating much. He's a little under a year old so I'm not sure if it's brumation yet.

We should review your tank setup such as the type/brand of UVB, nutritional supplements, temperatures,
foods given, etc to be sure everything is all setup properly. Do you have more pictures?
How long has his beard been a little puffy?
