If you aren't going to use a lid, I would go with 3 feet tall to make sure the dragon can't escape. If you will have a lid, 2 feet will do.

I keep my boys in a divided 125g tank without a lid and they both have never tried to escape and their basking spots are kept low and they cant seem to jump that high. I would think a baby could though.
