Try soaking him in some luke warm water for 15-30 minutes (what he'll tolerate without a struggle). You can use a soft bristled toothbrush during the soaking to GENTLY rub at the area. Applying aloe vera gel may also soften the shed. It is important to resolve the stricture to avoid loss of blood supply and damage/death of the tail tissues. A herp vet should be able to help with this if you don't have luck yourself.
Well thanks for the help. I put aloe vera on his/her tail for 2 days, then a bath. After the bath I used a well worn toothbrush(time for a new one anyway...lol) and took off the remaining shed. Worked great!! A week later, and the tail is growing normally!! Thanks so much
