Most likely it would be definitely safe. Just watch him while he eats it, if he struggles then he needs a smaller size but it should be fine.
I agree. Try it and see how he handles them. If he can chew them up without an issue then it shouldn't cause any problems. I offer adults to my guy who is older but about the same size.
