Uvb light fixture help

I currently have a uvb light that I measured to be 23" and have been researching for under-counter light fixtures. I want to know what size fixture would work for the fluorescent tube I currently have.

That's likely a 24'' bulb that would go with a 24'' fixture. Which brand of UVB is it?

It's repti-glow 10.0 I believe. I read that it's recommended for tanks with screens, would that be true?

If you want to go through the screen you will want to get a T5 fixture and bulb - either Arcadia 12% D+ or Repti-sun. The under cabinet fixtures may not power the bulb properly and you'll get a much weaker output than you want.
