That seems rather small for 7 months, though all dragons grow at their own pace. As long as you are providing proper husbandry (UVA/UVB, proper lighting and temperatures as well as nutritious food) you have nothing to worry about.

Depends on your setup, temps and lights...and how much you're feeding the dragon per day. All that combined has an effect on the growth of the beardie.
