It doesn't sound like anything from your description, can you post pics of what you mean ?
 
If you are speaking about where is circled in this image, these are fat pockets. It is typically a way to tell if your bearded drgaon is underweight. This, along with the base of the tail. As long as you don't see any bones protruding (as if they have lost too much weight), you should be fine. :D
