femoral plugs

Two of my bearded dragons femoral plugs have worked there way out
can he live without them?

You mean the little waxy plugs on the underside of his legs? He'll be fine - they'll fill back in. If the skin looks raw, you can use a little Polysporin on the area. And if he's on a particle substrate such as sand, you'll want to take him off it and replace it with paper towel so he doesn't get particles in there.
