Acrylics ( the kind used in most kindergardeners classes) are quite safe, once dried. You can also cover the painted surfaces ( highly recommended) with a polyurethane sealer. I used on all my vivs, 3 coats of paint, and then 5 coats of the urethane. Now I have all the surfaces coated for ease of cleaning. I use a steamer to clean out the vivs on a weekly basis. After that, I just sop up the excess fluids with a towel, and toss that into the wash. Cleaning all done.

I have used the kylon spray paints for items in a fish tank. Once dry it is non toxic and fish safe, should be for dragons also.
 
If you already have a dragon and dont have a secondary enclosure for the dragon to stay in then you shouldnt do it. Fumes can be quite deadly to reptiles. Use non toxic paints if you do paint and let the enclosure air out for a considerable length of time until all fumes have subsided. You may want to run a heat bulb in the newly painted enclosure after it dries and airs out abit to make sure that the heat doesnt cause any fumes to be released.
