Why does my beardie do this

Your dragon is gaping / or in other words adjusting his body temp -- this is normal

Is it ok for him to maintain it or should I adjust it where I open a window? That’s where his cage is located.

he's just fine. if he gets uncomfortable temp wise he'll move. we call that being "perfect".
