i tried to rub it off maybe dried food but it won’t. i think it is on his skin or something

Looks like food or dried poo. Use your fingernail to lightly scratch at it or get a wet rag and do the same.

If he was out in the yard it could be some type of parasite but I'm almost certain it's food or poo.
