Is my tank viv ok?

I think it looks good, I would try and put in a big stick or something for it to climb on. I saw you have one, but it looks pretty small. As for the situation of being too far from the light source, that would be solved with a big stick easily. In my tank I've got a big driftwood branch that I cut so it fits perfect from the bottom corner to the opposite top corner. She loves it! She's on that stick when basking, and even goes up there to sleep every night. I always hear her climb up it about 2 mins after i turn off the lights and go to bed. =)

The UVB produced is appx. 50 microwatts of UVB at 12". That's 10 more microwatts than what a Zoomed 10.0 linear puts out. The fixture is perfectly good for your dragon.
