getting a bearded dragon for christmas

is it safe to sit next to the tank all day with the uvb light on. Currently I have it on an L shaped desk to my left and just wondering is it safe for me to have it next to me all day as I work at my computer most of the day

Glass blocks 100% of UV radiation. Unless the bulbs output has a direct and unobstructed line towards your body, you don't need to worry.

P.S. Do yourself a favor and don't buy that kit. It's junk. A waste of money.

Spend some time reading around here so you make sure you buy the actual equipment you need. You will save yourself a lot of time, money, and headache in the long run.

Although, if you can get that set for the price it's listed at currently, it's not a bad deal. You'll need to get a different UVB bulb and fixture, and you'll want digital thermometers with probe ends.
