What is the best way to keep juvenile beardie hydrated?

Regular baths in lukewarm shoulder-deep water is probably the best way to keep them hydrated. They won't always drink the water, but they do take it in through their vents so leaving them in for 10-15 minutes is probably a good idea. As for being able to tell when they are dehydrated, I think their skin will start to look wrinkly along their sides and lose its "elasticity" (I'm not 100% on that though - maybe one of the more knowledgeable members will come along and back me up :?: )

Dehydrated dragons don't appear as plump, for lack of a better word. The skin is more prone to wrinkling or tenting (but they have extra so it's not always the cause). Healthy hydrated dragons eyes and the tops if their heads should not look sunken in. Baths and high moisture content foods are the best way. They are designed to get the most out of veggies and insects so be sure to provide quality food. Some learn to take water dripped on their snout.
