How cold at night?
If it gets down to 65°F (18°C) or lower, you'll probably need some kind of heat at night, but this could be thermostatically controlled to come on only as needed, and/or to alternate with the basking light.
The UVB and basking lights only need to be on during the daytime (and some sources say the UVB can come on 1 HR after the basking light, and turn off 1 HR before the basking light).
At the risk of "poking the dragon", not all heating pads burn reptiles/start fires, but that option will require some homework.
