How to get my baby bearded dragon to let me hold it?

With patience. Be sure to approach from the front or side, and not over the beardie's head. Maybe offer a treat. I would start with just light touching, and not try to pick up yet, if he's objecting that strongly to it. Some people suggest to put a shirt that you've worn into the tank with them so they can become familiar with your scent.
