I want to paint a background of a 55 gallon tank, I just want to make sure the paint is safe for the beardie.

The issue you are going to have is that it is very hard to find a good paint to stick to glass. On that note, you do not want to use any paint on the inside at all. It will not be hard to scratch off and make little flakes for the beardie to eat. Your best bet is to either buy a background from a pet store, or go to a sign company and have one custom made for you.
If you do insist on painting make sure that you paint the outside only and try the Aura paint line by Benjamin Moore
