How much of a worry would burn wounds be if the bulb is mounted inside the tank?

You dont want it any closer than 6" or you will get burn wounds---- you want your tank at least 24" high

If it eases your mind you can buy a cage for the bulb, so Leo can't touch it. There are very small ones like this:
