it sounds like someone has lost him -- I would post a pic of him and where you found him and post them on telephone poles around town and maybe vets offices etc

You can try posting signs for Lost & Found but, that does take time. Chances are, he has a
home nearby because they normally wont travel a long distance. You could ask around to see
if anyone in your area knows of someone who had a bearded dragon.
