To clear up the dwarf question, the dwarfism is a genetic trait that can occur in bearded dragons. Similar to the shorter legs of munchkin cats, or curled ears of Scottish Folds. In the same way, the nature of dwarfism and how it effects the bearded dragon is debated. Some breeders will sell dwarfs, or even breed from them, but many that I know look down on the breeding of dwarfs. After all, it is a genetic disorder, even if the exact consequences of it are not yet known for bearded dragons.
Dwarfism in beardies seems to be characterized by a shortening of the spine, to the point that in extreme cases the spine is not much longer than the head. It does look like the bearded dragon you are interested in might be a dwarf. While there is currently no evidence that dwarfism harms the beardie, I would certainly not breed any dragon that could pass it down.
Here are other examples of bearded dragons with dwarfism, some of which were posted here on beardeddragon.org.
