150 will be too hot, i used a 75 watt in a 20. i use a 100 watt in my 40 right now. but you do have the dimmer which is good! i wouldn't move him/her into a 40 gallon until he gets a little bigger which won't be long. i moved mine in when he got around 10 inches. have you checked by his/her vent by pulling it's tail straight up. usually a male you can see two bumps where the tail meets it's vent. females will be smooth. the waving is a submissive thing females usually do. like males will bob their heads.
