Where is the UVB? You need a long tube fixture like this

your dragon needs this immediately if you dont have it -- it will need to go into the tank approx 12-15 inches directly above the basking decor piece -- surface basking temps need to be 105-110 F for a baby dragon -

Uvb tube 19 inches from the basking rock basking bulb 12 inches from basking rock And basking bulb 7 inches away from uvb bulb on the roof uvb bulb 3 foot in length it 4x2x2 ft enclosure I also have this under uvb bulb that 12 inches away from uvb tube it a 100 watt basking bulb so I can't really lift basking rock up any higher otherwise they wouldn't be 12 inches away from basking bulb

Your uvb is too high- it needs to be 12-15 inches directly above the basking decor -

For a 12% bulb it needs to be 12-15 inches- 18 inches is too far- you want surface basking temps taken w/ a digital probe thermometer 105-110 for a baby - when they get 6 months and older temps will change to 95-100-
