yes on the enclosure part and no on the dimmer part. MVB's require a specific voltage to operate and can not be used on a dimmer

As above, if you need to control temperatures, you'll either need to use a additional spot bulb or fans depending of type of mvb - self ballasted or externally ballasted.

Also, don't forget that MVBs require a minimum distance from the basking area, so more important than the enclosure material is the height. Just make sure to include this into your plans. 8)
