Don't mind the green on the front of his snout its just baby food because hes a picky greens eater but I wasn't sure if that black was mouth rot or not, if so is there anyway for me to treat it or do I have to go to a vet?
That is likely food or just simple staining from food/greens, etc that is very common. You can always try to get a swab dampened with water & see if you can gently rub it off at all. IF he will even tolerate that.
It doesn't appear to be mouth rot though.
My Mustashio had the same thing and I worried about it all summer. Took him to the vet for a regular checkup today and the vet said just a little water on a toothbrush should take care of it. He then proceeded to brush my dragons teeth (SERIOUSLY???) in the office and Tashi LOVED it! Oh brother! He said you don't even need them to open their mouth, but just gently brush back and forth as you see in the picture below. About 20 seconds of that and his teeth and gums were sparkly clean!! So silly!

Oh, and like your guy, my Tashi is a super picky and stubborn eater too! Hasn't willingly eaten greens of his own free will for over a year! Has turned his nose up at crickets and will only eat hornworms and the occasional supers! What a brat!
