The screen filters a lot of UVB out, a lot of us actually hang the UVB light inside of the tank within 10" of the dragon's basking spot for optimal UVB absorption. Also, are you using a ReptiGLO or ReptiSUN light? Looks like you're on the right track, my friend!

When I had a 40 gallon breeder I used hangers to create hooks, I'm sure you could do the same pretty easily:
I still use them in my new cage if you look closely:
