I'm new to this. I read an article on here that says leaving a water/bath bowl on the cage can raise humidity levels and cause lung problems but it also said have the humidity level at least 25%. What is appropriate ?

It really depends on what the humidity is in your house. Its very low here so I can leave a water dish in the cage but my dragon won't use one so its not a issue.
Unless you are someplace like Florida, I really wouldn't worry about humidity.
