Wrong basking temps

So recently one of the bulbs for the basking side of Mohinder's cage went out. I replaced it, waited a bit, used my temp gun and the temperature was only around 90F. I know that it needs to be higher than that, but I haven't gotten the chance to get a new one yet (but I will today) but I've observed Mohinder gaping a few times. If I know right, gaping is when they need to release heat, so should I worry about it only getting up to 90F according to the temp gun, or trust Mohinder since he's needed to release heat?

How old is he? The adult dragons don't need as much heat as the little ones do. It's still good to provide a basking spot of about 100 if you can. If he doesn't need it quite that hot, then he'll just move to a cooler spot. Cooper liked being about 94ish most of the time when he was older, but I still provided about 104 in the direct basking area.

He's close to 2 years old, I'm assuming. I got him almost a year and a half ago and I got him as a juvenile, not a baby so he's probably close to two. I know it doesn't need to be crazy high like it's required for babies, but I also don't think it should be that low but he's gaping while he basks so I worry that I shouldn't increase the temps either

If he's gaping he's probably fairly content. I'd bump the temps just a little (even raising the basking area slightly could be enough) so you have a spot of about 100 for a 2 year old and give him some places to be a different temperature points and let him choose.
