Weird Skin spots, not shedding

Check out the black spot under his eye and the weird area on the underside of his tail. I'm not sure what these are or if it is something we should be concerned about. He also hasn't pooped in 3 days. Any thoughts? The tail pic will be posted shortly.

Here is the tail spot. Really hard to get a good pic but it is the rounded area to the right.
