UVB distance

I'm in the process of redoing Norbert's enclosure, and I know the UVB needs to be 6-8 inches away from the basking spot, but is it harmful if, in one place in the enclosure, the UVB is about 3 inches away? Will this hurt his eyes? I added a bed on top of his hide, and he seems to really enjoy it, but in some positions he's pretty close to the UVB.

Just wondering about this so that I can change it if it's harmful!
