THIRD clutch infertile?

The first clutch my female had was all infertile, was too be expected. The second clutch were not infertile and then she had a THIRD clutch and its been almost a month, I candeled the eggs and really don't see much development, I can see the red veins but no dark spots or anything.

Could the entire batch be infertile? Note the second clutch was good.
