Swollen eyes?

I got this baby bearded dragon about a week ago. Upon arrival I realized he looked stressed, sleeping and being very lethargic. The breeder was somewhat sketch and sent me a different dragon instead of the one I picked out initially, but decided I'd love him just the same. After about a week he hasn't improved much. He's only 3 weeks old ( FAR too young to have been shipped ) but I'm scared his eyes are swollen. He doesn't open them much and when he does its only for a few moments when he has bursts of energy. After that he returns to closing them. I've owned dragons before and have him on paper towel and tile substrate and his temps are correct including uvb lighting. His diet includes crickets dusted in vitamin c which he eats daily. He pooped the other day and it looked normal and not loose. Someone told me it just looks like poor breeding. Any help would be great. (Sorry not sure why pictures are upside down)

Goodness, another case with swelling of the eyes.
What type & brand of UVB are you currently using & what type & color of basking light do you have?
Are you using any calcium powder also for him? You mentioned you used vitamin C for dusting? He doesn't really need that though, but will indirectly get that through his foods. Too much of that can cause stool issues, too.
What insects is he eating, primarily crickets & what greens does he eat, if any?
