Forgot a few things.
A biopsy would not require a anesthesia, your vet would likely numb and area and cut out a sample of skin. Would only take 5 mins to do, but the pathology labs and a 5 min "minor surgical procedure" would be kind of expensive.
I'll have to look over you posts to see if I can see the bumps better. I have had a few uromastyx that had something similar, it turned out to be fungal.
If you ask your vet if they can do a skin scraping they may only charge you for the labs, it only takes a second to scrape some skin. Totally painless....
