Anna and finnegan

Hi! I’m Anna and below is Finnegan. He’s about a year and a half old and his tank enclosure has a T8 uvb bulb (no plastic cover and it’s in a good distance!) and a nice heat source (planning on getting another for a little more warmth) and it stays about 80-85 (f) during the day and about 65-70 (f) during the night currently because it’s winter. His ceramic heating bulb broke cause I dropped it.
He has good humidity and his bedding is all natural too soil and very fine aquarium sand in about an 80/30 mix. He’s in a forty gallon tank and I’m planning on getting a much bigger one which I’m very excited for. Here’s where the problem lies. He has what I think is stuck shed on the bottom of his left foot and some big stuck shed near his femoral pores and @nus (sorry! I don’t know if this site is weird about certain words!) It’s very sensitive and it has been on there for months now. I would’ve done something sooner but he was brumating. Bathing isn’t working and so I resorted to seeing if I could gently tweeze of the very top layer seeing if it would work which it partially did in some places but the others were too sensitive and he is not happy with me. He’s eating normally and using the bathroom normally.(He never understood the concept of drinking so if he’s not hungry and I can’t give him water sprayed lettuce I water him with a syringe
) I’m not really sure what to do. Should I take him to the vet? Would he need surgery? Will more shed aid in his baths work? Are his femoral pores clogged? I’m so worried!
