Might be a partial prolapse , I'd try a luke warm concentrated sugar solution , sit him in and let him soak there for a while , hopefully if it is a prolapse , it will retract with this. If it doesn't I'd say a vet visit is DEFINITELY in order to rectify this.
If it's maybe some hard but sticky urates , the water soak will help him get rid of it too.
Hi there, that's just a harmless seminal plug. Leo will be fine. A plain warm soak + a paper towel [ gently wipe at it ] can dislodge it or it will come out on it's own. This is very common in males and Leo is fine , no need for a vet !

I had him soaking for awhile and didnt seem to help. I will try again when I get home from work. he does have a vet appt tomorrow morning. he seems to be acting normal.

I agree, most of the males end up having a sperm or seminal plug at one point or another.
They look strange but are essentially all white & rubbery until they dry out when at that point
they get harder & turn brownish.
It will most likely work itself out.
