I hope this doesn't come across as rude. It's not meant that way. Did you do any kind of research before getting the dragon? I ask because you seem to know little about the required husbandry.
Your beardie does not want a light on overnight. Imagine yourself trying to sleep every night with the light on in your room. You wouldn't get much rest either. If you are concerned about the night time temperature getting too cold, you need a ceramic heating element that produces heat and no light. Infrared bulbs are no good, nor are red lights or any other color. Beardies can see those just like normal light. They do not need to see at night, they need to sleep.
Your UVB and daylight/basking bulbs should be on roughly a 12-on, 12-off schedule. That's not critical but they do need dark time. As already noted, your UVB bulb needs to be at the right distance based on the type you have.
Good choice moving off the hamster substrate, but I'd ditch the napkins and go to either larger paper towels or non-adhesive shelf liner which will lay flat without the rocks. Speaking of rocks, did you sterilize them before you put them in the vivarium? Are you cleaning and sterilizing any decor he/she might poop on?
I'd also go to Lowes or Walmart and invest in an Accurite digital Indoor/Outdoor thermometer with a wired probe. Those stick on things are lousy and can be up to 20 degrees off, so your dragon may well be overly cool or overly hot.
Good luck.
