Paper towel substrate

So i am wanting to use paper towels as a substrate, (easy to remove, etc.) rather than reptile carpet (repti carpet is a PAIN to clean), but the paper towels i have come in rolls and they form "hills" in my dragons tank. any idea how to flatten them?

Strategically placed items was how I managed with my mom's when I was watching it. xD

What about tile at either end of the cage to wrap it around?
