Not getting hot enough!

Putzy's tank has an open grill top, and I can't seem to get his temperature up high enough. When we had Izzie, his tank had a modified fish tank canopy that held the heat in. We have a Zoomed fluorescent tube and a zoomed basking bulb at the moment. We also have a light fixture with a black light that we don't use. Would it be possible to use the small fixture for a CHE? Or some other kind of heat bulb?

How big is the tank? how many watts is the basking bulb? How far from the basking bulb is the basking area? What are you using to take temps? What are the current temps?
