National Zoo using SAND substrate?!

I went to the zoo with my now-husband back in March, before I was interested in beardies as pets. I was going through my Flickr account deleting photos to make room for Clovis pictures, and lo and behold I had a picture labeled as "Zee Looking At Bearded Dragon." I have other pictures of the beardie in question, and the substrate is sand mixed with small rocks. :? I wonder if that beardie ever gets to squirm around inside a loving human's sweatshirt to find the comfiest napping place like my Clovis just did.

A lot of those animals are only there during display hours. Many of the zoo animals have other cages they are kept and fed in.
