my baby has an eye issue

My poor baby has been having an eye problem since we got her. It's shut with some type of boogers or discharge. It only opens with a warm bath for a few minutes then it's back to being shut. We took her to the vet & he gave us some eye drops for once a day for ten days. But it hasn't gotten better at all. She now has stopped eating & only licks the water off her nose. Does anybody have any advice?
