growth

last august i got 2 bearded dragons and only had one tank to put them in temporarily...it ended up that i didn't have money to get another one as soon as i would have liked. it ended up being 4 months that they were together, both were eating good portions of crickets and salad but the one(garno) got bigger while the other one stayed small. about a month ago i separated them and they both have been growing, penelope(my little one) has grown 2 inches in one month but still is small at 8 inches in total length and still looks scrawny and always sits on her log without moving much..and i think penelope might be a male because garno would step all over penelope and she just wasn't growing.now the question will penelope make it back to a normal bd length for her age at almost 6 months and also could penelope be a male since she/ or he didn't grow?
