Growth problem??

I am after a pogona henrylawoni and i have a lady who wants to sell me one. She claims that her dragons are 7months old but only 5-8cm long. This seems very small for their age. I know they are pygmy dragons and they grow to an average length of 30cm. I am wondering if they have not had enough uvb or something and their growth has been stunted? what do you all think????

Personally, I wouldn't buy one from her, they are severely stunted. Whether from illness or improper care, you could be looking at medical issues down the line.
