Doesn't like to explore or run around

I have a baby dragon about a month old and I was told it was normal for them to be curious and exploring but all he does it stare at me when I set him down on the ground somewhere. If I poke him he will take a couple of steps then stop and stare at me again but other than that he doesn't really move around much, he moves around a little bit in his viv, I think he is regulating temps because he moves into the light then back out a couple of times then just sits on the edge, but hardly ever moves outside. I have a ReptiSun 10.0 and basking temps are 105-113, I have 3 different basking areas because of how I have it set up, with cool side at about 75.

Some dragons just aren't very brave and it takes them longer to get up the desire to run around and explore. My guy is around 8 months and he is just now want to run around, before it was just a bit of walking around on the sofa.
