Many dragons will try to eat the flowers so I'd skip them. For color, maybe try some of those beautiful large desert type rocks they sell for fish tanks and reptiles that look like they have swirls of pinkish, tan + cream color.

Yes. you have to be 100 % sure they are non toxic. I used to have a large outdoor cage with several hibiscus bushes in it. If you have a tank that's big enough, hibiscus would be fine. Add some flat fist sized rocks on top of the soil so your dragon doesn't uproot it ....beardies love to dig.
