13 hrs is way too short , I recommend nudging this up 2 - 3 hours per day.
Can you tell us what his UV source is and how old it is ?
ie
is it a compact (brand ? wattage and %UVB and how is it mounted and how far from his basking spot) ?
is it a tube (T8 or T5 ? %UVB and brand ? how is mounted and how from his basking spot)?
Is the UV source sitting ontop of a mesh lid ?
is it a MVB , and is it sitting on top of a mesh lid ?
It is spring, my uvb is a t5ho 10.0 reptisun fluorescent tube, mounted 7 inches over his basking spot, it has a reflector and there is no screen. I bought the bulb around Christmas time
