Yes, that honey is raw. It contains antimicrobial properties + is an excellent wound healer. Her mouth has probably been very irritated in the past from all the sand + gunk stuck on it as you described in the beginning post. Having her seen by a good vet again may be necessary as well, she may need antibiotics if that's an infection but it wouldn't hurt to try the honey first. She'll probably like the taste as well so you can dab it on some bugs to see if she'll eat them.
