my bearded dragon will sit in his cage and puff his beard a few times, leave ut puffed for a few seconds, then open his mouth and look up and use his back leg to scratch his head, its not in agression cause im watching from a distance just wondering what it is

If he's scratching his head, then it's probably shed related. It's normal and not something to cause concern. Provide plenty of warm baths to help the shed along and he should be fine.

thing he he finished shedding is head yesterday but still bulging eyes and acting like hes shedding

The shed may not be completed yet. They shed in patches so maybe there is a small patch left that he's sensing. The behavior is definitely consistent with shed though.

It doesn't have to be anything to do with a shed. Some beardies will 'stretch' their beards regularly like this... two of mine do it every morning

This is also true. Morning "burps" are common as well as short duration black bearding as in "why did you wake me up?". It's the combination of the bearding and the bulging eyes that make me think it's shed related.
