The issue is the placement of the UVB-- I see it on top.of screen -- the screen is a fine mesh like a screen door or wide hole type please post a pic of the screen from the top- I am thinking it needs to go inside that tank w/ a distance of 12-15 inches - I am thinking he's not getting enough UVB which would be causing the behavior and stress marks

It is actually inside the tank, directly over where he is sitting. The pic just makes it look different. It was over the screen for a while, I just placed it inside about a week ago. Can moving/ changing decor around a lot cause him to have relocation stress by chance? I have changed his tank setup 3-4 times since ive gotten him 5 weeks ago. however I did wait over a week to change it the first time so he can ssettle in new tank.

Yes they dont like change --- and it will cause stress--- the distance for the UVB is 12-15 inches? If so that is good -- I would leave him be for now and let him acclimate to his tank and surroundings now - 1 week is not long enough -- just keep an eye on his behavior and hes eating and moving around that is good -
