Did the vet give you those eye drops for the white stuff? If not then don't. Wash the eye out with the plain solution- then give the drop medication. This way you will not wash out the medicine he needs:)
Don't know what caused it but most of the owners don't keep water in the Vivs. It can breed Bacteria, they poo in it then drink.
I would remove the water bowl.

It seems at least to me that every time someone needs help a lot of back and forth basic questions are asked before any help can actually be given. If the topic is multi paged it is harder to see what was asked and the response cause it is all over the place. Many times you see repeat questions...

Give him time to heal and he will take off like a rocket- babies usually do :)
Give him a good soak too, in a bowl if you want not deep keep him hydrated. The warm water can help stimulate his belly wanting food too.
no hood right now would be okay, still some UBV but not intense to allow his eyes to continue to heal. Give it until he is opening them then use the hood. He needs the UBV and the hood will keep it bouncing into the cage all of it :)

he just might swim under water my female does- really cool to watch the serpentine motion with their tail and lower half. First time she did it it freaked me out- looking at me while under water cruising along. She was fine and still does it :)

Are you feeding green leafy veggies? They contain Vit A. Diets high Animal protein can delete Vit A. Not saying give them Vit A cause over doing it can be VERY harmful. But...
