weird slouching eye and white spot in ear

I have a baby beardie that I’ve had for three months, he’s about four months old. I recently discovered the light I had was not giving him the proper amount of UVB so this might be a side affect of that, I just want to be sure. I don’t know how long this problem has been here, I just noticed it today however the dot in his ear has been there for probably a month and I didn’t find this site until recently. I don’t know if any vets in my area who specialize with reptiles and I’ve heard reptile vets can be iffy anyway.
I noticed his left eyelid slouches down over his eye. I believe he still has sight in it as he reacts when I put my finger near it. Also, his left ear has a white spot in it. Please let me know what this may be.

the eye does look kind of droopy - and you just noticed this now---- some others on here will haft to have a look-- white stuff in ear could be possible shed
